Utility Billing
Poplar Community Services District services include water, sewer services rates are as follows:

The utility billing phone number, 559-784-7009, is staffed from 8:00 AM to 5:00 P.M; Monday through Thursday and Fridays from 8:00 a.m. – 3:00 p.m. Walk-in service is available between 8:00 AM to 5:00 PM, Monday through Thursday and Fridays from 8:00 a.m. – 3:00 p.m. at 14656 RD 192 Poplar, CA. Closed on Weekends.
Billing Period
Utility billing occurs once a month for a one month period. Bills are mailed out on the 1st of every month and due on Friday the 4th week of the month.

Mail must be received by the due date; postmarks are not accepted as proof of on-time payment.
Utility bills can also be paid at District office. You can pay bills in person at the cashier’s window or drop your payment in the payment box located at the Entrance door. The cashiers can accept payments in cash, check, or credit card. You can also drop your payment into the drop box located at the entrance door. Please do not put cash in any of the drop boxes. Payments received in the drop box are given same day credit if received before 5:00 PM.

Connection Fee’s
A connection fee is charged for all new connections and Abandonment’s into the District Water and Sewer system.
Water Connection Residential Fee amount is – $ 3,650.00
Sewer Connection Residential Fee amount is – $ 5,450.00
Total: $9,100.00
Water Connection Commercial Fee amount is – $4,519.05
Sewer Connection Commercial Fee amount is – $5,450.00
Total: $9,969.05
The District sewer system went into effect in 1994. Everyone in the district was required to connect into the system at that time.
New Connection after that time is considered a new connection unless the connect takes the place of a existing dwelling and keeps the same APN# and address. Each dwelling is allowed one replacement without payment of a connection fee.
The county must receive a permit letter from Poplar Community Services District stating the person has paid the connection fee, before the county can issue a permit for the dwelling.
To Start Utility Services:
New residents may fill out a Utility Service Application, sign & return to District Office, located at 14656 RD 192 Poplar, CA .
Owners: You will be required to show a picture ID and provide proof of ownership (Escrow documents, tax bill, etc.). A $10.00 Signup Fee is charged and can be included on the first month’s bill.
Renters: You will be required to show a picture ID and provide a signed rental or lease agreement. A $10.00 Signup Fee is charged and can be included on the first month’s bill.
To Stop Utility Services:
A signature is required to discontinue services. You may come to District office to accomplish this or mail or fax a written and signed request. You can also use the Utility Service Application to turn off or discontinue services. The Utility Billing fax number is 559-782-0822
If a written and signed request to discontinue billing in your name is not received, you will be responsible for all charges incurred.
